About the Department
The Communications Department of the Velocity Interoperability Network is responsible for the allocation of Network channels and spectrum, the licensing of equipment that transmits on those channels, and the operation of the public broadcasting service through which the Velocity Interoperability Network and its departments make official announcements.
The Department was established on 6 September 2026. On the same day it published the Network band plan, opened the Register of Allocations, began accepting applications for allocations and licences and confirmed the schedule of the public broadcasting service. Responsibilities. The Department's work falls into four areas.
- Spectrum
- Allocating Network channels and spectrum to members, shared services and equipment, maintaining the Network band plan and the Register of Allocations.
- Licensing
- Examining applications for allocations and equipment licences, certifying transmitting equipment and issuing allocations and licences on fixed terms.
- Broadcasting
- Operating the public broadcasting service and carrying the official announcements of the Network and its departments according to a published schedule.
- Interference
- Receiving notices of interference between Network channels, identifying the source from the register and directing the changes needed to resolve them.
Offices. The Department carries out its work through five offices. All correspondence is addressed to the Department at contact@communications.gov.vin and passed to the office concerned.
- Office of the Spokesperson
- Issues the Department's press releases and official statements, and answers enquiries from members and the public.
- Spectrum Management Office
- Maintains the Network band plan and the Register of Allocations, and advises on the use of spectrum within the Network.
- Licensing Office
- Receives and examines applications, certifies equipment and records decisions in the register.
- Broadcasting Office
- Operates the public broadcasting service, compiles the daily bulletins and schedules the carriage of announcements.
- Interference and Compliance Office
- Receives notices of interference, investigates their source and issues directions to holders.
